Rail is worth its premium for a Germany FBA replenishment when earlier sellable inventory protects more contribution than the extra logistics and financing cost. Start with the date stock would otherwise run out. Ocean is the stronger choice when existing inventory covers its longer quoted schedule and earlier replenishment would not recover the rail premium.
For China-origin goods bound for Amazon fulfilment centres in Germany, compare supplier-ready cargo through sellable FBA inventory. Train arrival and vessel discharge are intermediate milestones. The customs and VAT principles below are EU-wide; they do not establish Germany-specific tax treatment, product requirements or Amazon receiving deadlines.
The decision needs comparable shipment proposals, a consistent cost boundary and a shortage calculation. A faster main carriage leg creates value only if that advantage survives customs, final delivery and receiving.
Give both providers the same cargo-ready date, carton dimensions, weight, product description and assigned fulfilment destination. For rail, request the origin terminal, border crossings, EU arrival terminal and final truck leg. For ocean, request the loading port, discharge port and onward delivery. These details define the proposed services; they are not prescribed routes.
Separate departure, terminal arrival, customs release, warehouse delivery and estimated inventory availability. Identify who supplies each estimate and what the price includes. A terminal-to-terminal rail quotation cannot establish a saving in time against an ocean quotation that includes delivery. Warehouse delivery also leaves receiving time to consider.
Use Forest Leopard’s Europe Railway Express service and sea freight service to request proposals against this shared brief. Obtain a shipment-specific planning range and exclusions, then test the later end against your shortage date.
Match collection, origin handling, main carriage, destination handling, customs services and final delivery. Include potential storage charges, insurance differences, extra handling and financing. Show duties and tax funding separately, including any confirmed differences between arrangements. An unresolved charge remains an uncertainty in the comparison.
Hypothetical example: 2,000 units cost €3,200 by ocean and €5,000 by rail within the same logistics boundary. Rail adds €1,800, or €0.90 per unit. Assume rail makes stock sellable 12 days earlier, every day would otherwise be out of stock, demand is 30 units daily and contribution before the additional rail premium is €7 per unit.
Potentially protected contribution is 12 × 30 × €7 = €2,520. Subtracting the €1,800 premium leaves €720. Break-even requires 258 otherwise-lost sales: €1,800 ÷ €7 = 257.14, rounded up. Use contribution after relevant variable costs and count sales genuinely lost during the shortage, excluding purchases merely delayed until replenishment.
If existing stock covers eight days of the ocean waiting period, only four shortage days remain. Protected contribution falls to €840, leaving rail €960 behind ocean. With no stock cover, a three-day rail delay reduces the advantage to nine days: €1,890 protected contribution and just €90 net benefit. These results exclude any additional financing or exception charges.
A customs declaration is an official document that gives details of goods imported into or exported out of EU customs territory. The European Commission’s customs declaration guidance explains its legal role. For this replenishment decision, declaration readiness matters because faster transport cannot correct missing shipment data.
Economic operators must communicate their EORI number to the customs authorities of EU countries for customs operations. The Commission’s EORI guidance also identifies non-EU operators lodging customs declarations among those needing an EORI. Have the appointed customs representative establish the declaration arrangement and whose identification applies before relying on either availability estimate.
Use one preparation review covering the commercial invoice, packing list, proposed classification, declared value and transport instructions. Reconcile descriptions, quantities, weights and party names. The representative must determine the actual requirements; this list is a practical starting point. Assign discrepancies an owner and correction deadline so unresolved data does not consume the time purchased through rail.
A document review does not authorize movement or release. Escalate unresolved discrepancies to the party assigned that authority in the booking or contract; customs release remains a customs decision.
A VAT invoice enables businesses making onward taxable supplies to reclaim the VAT charged to them. The European Commission’s VAT guidance explains this documentary role alongside the general deduction principle. This makes evidence relevant to the cost comparison, but it does not establish that a commercial invoice proves entitlement to recover a particular import VAT payment.
Have your tax adviser identify the evidence and treatment applicable to the proposed import arrangement. Prepare separate views of economic cost and cash required before sales receipts arrive. Potentially recoverable tax can still require funding; an expected deduction should not automatically be treated as an immediate cash receipt.
Include material financing differences in the rail premium. Earlier inventory may bring sales forward, while supplier balances, logistics invoices and applicable taxes still need funding. Recalculate if the two proposals assign different payment responsibilities or timings.
If a smaller quantity bridges the shortage, price that quantity by rail and the balance by ocean. Compare the combined cost with both full-shipment alternatives. Separate handling, customs work and minimum charges may erase the apparent benefit of splitting the order.
Before acceptance, record the selected service, cost boundary, availability range, shortage assumption and unresolved document owners. Tie the fallback to a milestone that still leaves time to act, such as failure to depart within the quoted window. Name the person authorized to approve a revised booking and the spending limit.
Send the shared cargo brief and latest useful availability date with your quotation request. Approve rail only when its advantage survives a plausible delay, the funding requirement is workable and the declaration dependencies have a credible resolution.
